Their reasoning is if you have no barrel you have no gun. The first response is to say "Well, Duh", but remember if you fieldstrip a Luger you put a live round in the barrel and fire it without it being mounted on the frame. Hence, their reasoning that the barrel IS the gun and they could care less about the serial numbered part.<BR/><BR/>This was explained to me in great detail when I used to travel to the UK and Europe and brings misc. gun parts over for my friends. They call it the "barrel receiver" and that's pretty much what it is.
