Disc brakes would help, and with enough rake and trail he maybe won't get into a speed-wobble - that could get hairy. But I think he needs a flying suit and a Rocketeer helmet to really complete the ensemble.
Decent brakes (Any Campy or Shimano 105 or better) will do fine. Disc brakes are better for offroad, but rim brakes dominate in road racing. I've had my bike going 50mph down the local Viaduct, and faster than that down mountain roads.
Either way, this looks like a much better use for small turbines
Energy = mass right? On my KTM at 70mph on fireroads I wouldn't trust rim-brakes - but indeed that's what I was thinking about as Rocket-Man. The pedal-bike works as his around-town 1st stage disguise, but IMO it should really be a steel-framed Stingray...if only because they were f*ing impossible to pedal very fast and needed a rocket-motor.
