There are already a lot of truckers who dropped their hazmat certifications after the last round of increased regulation. This bill adds yet more regulations and paperwork to the process, so hazmat transport rates will certainly go up, and carriers willing to deal with hazmat will be harder to find.
What I found interesting was the section about increasing regulation of Lithium Ion Batteries on aircraft. It seems likely that laptop batteries will get much closer scrutiny and may require some sort of certification. Imagine being on a business trip and finding out that the screener thinks your battery is damaged, so you arrive at your destination with no laptop battery.
There is nothing on the NSSF website about it.
