While I have worked with some BATFE agents who are good cops and good people, a few of them and nearly everybody at the RAC level or above fits that description.
But the snark runs deeper here than the mere hilariously mocking term, into a dark place where we all know we are at the random mercy of incompetents who wield the stone-cold power of life and death under the color of law, and with all the character, sobriety, and veracity of Bozo himself.
