Golly, it seems that the police were VERY good at following at a distance and wringing their hands as the nut case shot people. I guess the only time police are aggressive is when they have a good chance to catch their prey unawares, like during a no-knock home invasion at 3 AM. Otherwise, just follow at a safe distance and dispatch officers to draw the chalk outlines.
Eh, maybe you're right. I'm just remembering the police are not required to go to anyone's aid. Investigate and arrest covers their full responsibility, as I understand it.

I'd imagine the police response in NYC or Lumber City, GA would have been a bit different from that of the UK bobbies.
