I have to wonder about the part that said one of them drove off with her truck. I would think that, due to liability concerns, when a government agency impounds someone's vehicle, they have to have it towed to a storage facility - as opposed to just "driving off with it".
Next, we're going to see a follow-up article about a criminal syndicate in Philly who are going around stealing commercial vehicles while posing as L&I agents.

Oh, Oh, it just hit me: How many cupcakes were in the Van BEFORE they drove it off, and how many were in it AFTER she got it out of impound? Three Guesses and the first Two don't count.
I worked in the area about 1992. In Philly they had a problem with license plate "clipping". The difficulty in getting your vehicle inspected, so you could re-register it, was so pronounced, they had a black market in those that took tin snips to the corner of your license plate with the up-to-date month's registration decal, and snipped off the corner of the plate.
Then that corner was somehow rigged, for the buyers, to "work" on another vehicle.
Owners that had their plates clipped faced numerous difficulties, getting new plates with registrations issued.

In a real sense, who cares how many cupcakes were in the truck later? Her business was fresh cupcakes - and the delay effectively destroyed the actual value of the cupcakes.
I, too, wonder what Michelle Obama's reaction was to stories of someone selling roadside Sugary Snacks. If Monsanto weren't so invested in sugar beets, the EPA might be ankle deep in proposed regulations deeming sugar to be a hazard to the environment. Maybe they could claim that sugar causes methane-producing bacteria to flourish in the lower digestive tract. And voiler! you get the EPA outlawing sugar. That would fit the current administration's practice of dividing and irritation non-Muslims. I mean, they are already working on banning lead in bullets as being toxic to the wildlife environment (dropped rounds or missed shots), what could be simpler than adding sugar to their plans?
