Aimpoint openly sells to civilians, including the M4 model that the .mil uses as their current M68 CCO.
"Patrol Rifle" optic/mount package is simply marketed towards LEOs (actually, probably marketed more towards departments).
The Legal Defense Fund was something Gila Hayes started-up, I remember reading about it in "my wife's copy" of Women & Guns mag. It sounds like a good/great idea if you are in a state where you can acquire a CCW - otherwise you're SOL.
LAPoliceGear (who sells to non-LEOs too, Te H) has had a brutal sale on Blackhawk!!!!!! Integrated Tourniquet System pants and shirts so I got a couple full sets.
The ITS on the pants was ... meh. At $13 it was a decent pair of work pants. On the shirts, it felt bulky and restricted movement far too much for me. If I were the door kicking type (which I'm not) I think I'd rather have a tourniquet system that did not impede arm movement.
Marty started it. Gila is one of the principals, but it was Marty's brainchild. And they do not require carry permits (that was part of the deal the first year, then they came to their senses...)
Hell, at least on my machine, I couldn't make out a word of what the guy was saying on the video for the optic. Sounded like he was on a very old cell-phone at the bottom of a very deep well.

Yeah, the audio was poor. Basically, it's a 2MOA dot version of the CompM2 (normally a 4MOA dot, dunno if it has NV compatibility or not?) with an Aimpoint mount loctited and ready to bolt to the rail for about $450, I think he said I don't favor the Aimpoint QRP mount myself, but it is servicable, and the optic has 30,000 hrs of battery life (or about 3 years) so you turn it on and leave it on.
Hate to chime in late (catching up on blogs), but the Aimpoint flack said, "Right now, it's Law Enforcement only -- it's going to our LEO dealers."
They will probably happily sell it to civilians, once the LEO purchase order rates stabilize at below production rate.
Pushing the product to "industrial" users first makes sense from a marketing standpoint in many ways ("Dude! I just got the same optic LAPD SWAT and NYPD ESU issues! I have mad n1nj4 skillz now! My unfired piston driven M4gery and I are unbeatable!").
Likewise, NOT having to tell LAPD, NYPD, or other large users that they have to wait another six months because the entire production got snapped up the first week it was released by individual buyers like the latest i-Phone while the LEO purchase contract was still in negotiations may well result in more large LEO sales.
