Don't you hate it when all the heavy stuff in the rolling trash can is way up high, making the thing more top-heavy than the USAF, and you're towing it across the lawn and the ground's all lumpy-frozen, causing the can to tilt and lurch and pivot from one wheel to the other, giving your wrist a sprain-inducing workout just to keep the thing from tipping over?

Sorry, down here that's a once-a-decade event. Hopefully, with Globall Worming, I won't see it again. :)
It also makes those inside ones tip over a lot easier when some black lab goes for the wrapper from the cream cheese. He licked it clean amidst the mess on the floor.

And it's one reason I used to convince the HOA that making people drag those trash cans out of the back yard every week would be a bad idea. That, and being liable for possible back injuries.
Ah, for the halcyon days when the trash cans stayed in the alley, and the garbage men did too!
Three or four inches of concrete poured in the bottom will solve that problem, and forever endear you to the guys on the trash truck.

In thirty years I never had that before, and enjoyed the sublime luxury of a huge dumpster that cared nothing whether you even recycled or not - but now we do and I have to push it uphill, and a freeze is coming.
I saw a picture of a snow-blower up in Pollock Pines that had cute and teeny little chains on its teeny little wheels, and a bear that ran across the road up there. This whole county-life thing is *different*...
I have a wheelbarrow with a front wheel (well, the ONLY wheel) that slips back and forth about 1" either direction on any tiny bump on the earth, making the 6 cubic feet of heavy toss from side to side like Ernest Borgnine going from here to eternity.
Works out the wrists, arms, shoulders and spine quite well from anywhere in my backyard to the corner of lot dump site.
At least the weather is nice here in Texas right now. What is this "frozen" of which you speak?
Obviously the caliber of your trash can is wrong. Now if you used a larger caliber, you'd have better stopping power.
That's why we started cleaning out the cat box on the day AFTER trash day, when the can is empty, and the weighty bag-'o-sand-and-stuff goes all the way to the bottom, vs. the day BEFORE trash day.
Not sure if this contributes to your problem, or any possible solution. Just thought I'd share.
