It's not the 'hood but the business district (La Defense) with CAC40 headquarters all over the place.
There are no cops, let alone soldiers in the 'hood. We've relinquished control of the hoods to local drug pushers (just like the favelas, minus the BOPE).

I know a fair number of French citizens, all politically conservative and very pro-American. Also rural, self-sufficient, and as filled with contempt for their government as anybody commenting in today's post. They are brutally taxed and also very well armed. That pot is definitely simmering.
Did you know that if you buy a .22rf rifle within Paris city limits you have to shell out an extra 15 Euro for a silencer, so you don't bother the neighbors when you're plinking in the back yard? It ain't New York.

Like America, France is two countries, one urban and the other small town/rural. The urban areas are pretty safe if they're French neighborhoods, as the French cops simply beat the crap out of troublemakers who wander into a "good" arrondisment each and every time they get a chance. So if you're in a safe area, it's safe indeed.
Most Moslems live in satellite cities a few klicks out of town, where Sharia is the law and screwing around with other locals gets you dead.
The problem is in the comparatively few mixed urban areas, and along the edges of the banlieues (external ghettos). Which is where the unfortunate French soldier was when he got stuck.
Most French distinguish between educated Maghrebis from North Africa, who assimilate quite easily (think Isabelle Adjani, Edith Piaf, Dany Boon) and the (forgive the bad pun) Riff-Raf who have been on welfare for the last two or three generations.
Oddly enough, most educated, wine drinking French Moslems send their kids to Catholic schools, as they are the only private schools available in most of France. Public sghools aren't an option, as the ones filled with lower caste Moslems suck, and the schools with few Moslems treat the ones they have like dirt.
The French government is the only thing keeping three quarters of the French population from going into the banlieues and making them look like Srebrenitca after the Serb army wandered through.
