Sounds like someone in the bureaucracy has too much spare time on their hands.

They don't want imates having sex with their partners during visit time. The inmates have figured out some pretty impressive ways around not taking clothes off over the years from what I understand.
Another example of why you shouldn't let Baptists run things.
