This may be true, but it's still slightly better than when buying and selling are controlled by untouchable and unfireable bureaucrats or regulators.

I think the buying and selling is the problem, not the government person doing it.

O'Rourke's point is against having buying and selling controlled by anything other than... well, buying and selling.
