As noted in comments to Alphecca's post, at least one of the sponsors of that bill failed re-election. Whether it's sponsorship of this tripe had anything to do with it, is unknown.
Really, I'm not surprised to see alleged Republicans from the Least Coast and Illinois sponsoring this crap, the Floridian is disappointing, though.
