Barry, so far as we know, never killed his sister's cat with a shotgun.
On the other hand, we have no evidence that Jimmy ever ate dog.
Actually, we don't know for sure that Barry hasn't eaten in a segregated restaurant because he has not denied it.
Barry always eats in segregated restaurants. They're just always segregated as upper class vs. commoners.

The difference between Jimmy and Barry is Barry has never ordered separate roads to schools to be built in order to maintain segregation.
